The Foundation is designed as a long-term steward of African American history, heritage, culture, education, family memory, community institutions, and public history of Wheeling and the Upper Ohio Valley.
Its work is intentionally broad: archives, research, oral history, exhibitions, publications, public programs, education, scholarships, partnerships, philanthropy, and community engagement.
Terrill L Gosa
Chairman
Terrill L Gosa is the Founder and current Chairman of the Board for the Eugene and Beverly Stradwick Heritage Foundation (EBSHF). The Foundation is designed as a long-term steward of African American history, heritage, culture, education, family memory, community institutions, and public history in Wheeling and the Upper Ohio Valley.
Mr. Gosa was born and raised in Wheeling, WV and is a graduate of Wheeling Park High School. Mr. Gosa is a graduate of the Martin J. Whitman School of Management at Syracuse University with a Bachelor of Science degree in Law and Public Policy. Additionally, Mr. Gosa has completed Executive Leadership Development Programs (ELDP) at the Anderson School of Business - UCLA, the Tuck School of Business - Dartmouth, and the Stanford Graduate School of Business. Mr. Gosa has held executive engineering roles at Syracuse University, Tickets.com, Time Warner Cable, Verisign, and Google.
Mr. Gosa brings over 30 years of executive leadership to lead the Board’s governance work, sets the strategic direction and helps ensure that the EBSHF remains faithful to its mission, fiduciary duties, and public trust.
Jovetta A Parry
Vice Chairman
Ms. Jovetta Parry was born in Wheeling, WV. She graduated from Yokota High School in Tokyo, Japan. She has a Bachelor’s of Arts in Psychology from the University of North Carolina at Charlotte and a Master’s Certificate in Government Contracting from the University of Virginia. Ms. Parry completed the Advanced Leadership Program through IMD Business School and the Commercial Leadership Program through Cranfield University School of Management.
Ms. Parry has over 22 years of contracts, proposal, negotiations, and compliance experience and is currently serving in the role of Sr. Contracts Director for BAE Systems; an international technology-led defense, aerospace and security company. In over 18 years of working for BAE Systems she has held multiple roles in the contracts department and has participated in various additional assignments including the Learning and Development Committee as well as receiving numerous Gold, Silver and Bronze awards for her contracts leadership.
Ms. Parry has also held contracts and administrative assistant roles at Science Applications International Corporation (SAIC), a US-based defense company.
Dr Travis L Gosa, PhD
Treasurer
Dr. Travis Gosa was born and raised in Wheeling, WV. He is a graduate of Wheeling Park High School, and earned his Bachelor of Science in Political Science and Sociology from Shepherd University (Shepherdstown, WV). He received his M.A and Ph.D. in sociology from The Johns Hopkins University.
Dr. Gosa brings a vast background in academic research on 20th and 21st century African American culture to the Foundation. He was a professor of Sociology and Africana Studies at Williams College, then spent a decade at Cornell University’s Africana Studies and Research Center, where he held academic appointments in the departments of Education and American Studies. He is the recipient of numerous fellowships and teaching awards for classes such as “The Socialization of Black Families and Children” and “The Politics of the Hip Hop Generation.”
Dr. Gosa is the author of over twenty academic publications, while his public writing has appeared in outlets like USA Today, The Washington Post, The Root, The Chronicle of Higher Education, and Fox News.
Likewise, Dr. Gosa is a recognized expert on the collection, preservation, and dissemination of black history. Notably, he served on the advisory board of Cornell’s Hip Hop Collection—the largest library archive on hip hop culture in the world—and received several grants to establish physical and digital collections on 1970s South Bronx communities and the visual iconography of President Barack Obama.
Charles D Buskey
Secretary
Charles D. Buskey is an accomplished attorney, executive advisor, and technology leader with more than twenty-five years of experience advising companies, government agencies, and technology organizations on governance, commercial transactions, intellectual property, cybersecurity, privacy, artificial intelligence, and enterprise risk. He is currently Associate General Counsel for Computershare, where he provides strategic legal counsel to executive leadership and partners across product, engineering, operations, sales, and compliance to support innovation and growth.
Mr. Buskey served as counsel with both the US Air Force and the Dept. of the Navy, advising senior leaders on mission-critical technology acquisitions, research and development, cybersecurity, and intellectual property. He has held in-house counsel roles with Time Warner Cable and NextPoint Networks and practiced with several prestigious law firms.
Mr. Buskey earned a Bachelor of Electrical Engineering from the Georgia Institute of Technology and a Juris Doctor from The George Washington University Law School. He is admitted to practice before The Supreme Court, the United States Patent and Trademark Office, and in the District of Columbia. He was selected for the Leadership Greater Washington Signature Program in recognition of his commitment to regional leadership and civic engagement.
His unique combination of engineering expertise, legal judgment, executive leadership, and public service enables him to provide practical, forward-looking guidance to boards and executive teams.
Laura L Carroll
Board Member
Laura L. Carroll is the Head of Adult Services, Assistant Director, and Archivist at the Ohio County Public Library in Wheeling, WV. Ms. Carroll oversees collection development, technology, technical services, and public services. Ms. Carroll grew up in central Illinois, and received her Master of Arts in Public History from Loyola University Chicago and her M.L.I.S. from Dominican University.
With more than 25 years of experience in libraries, archives, and special collections, Ms. Carroll has held professional positions at Emory University and the American Medical Association prior to moving to Wheeling, WV. Ms. Carroll is an active leader in professional organizations, a published author, and a frequent presenter on archives and library services. From 2018-2026, Ms. Carroll served on the West Virginia Archives and History Commission, acting as Chairwoman for the last two years of her service.
Ms. Carroll is passionate about sharing her love of local history, and believes that when a community preserves, showcases, and celebrates its history, its citizens become more knowledgeable, engaged, and empowered.
Sean P Duffy
Board Member
Sean P Duffy is the Head of Adult Programming and Local History Specialist at the Ohio County Public Library in Wheeling, WV. Mr. Duffy grew up in Warwood, West Virginia. He earned a BA in History from Wheeling Jesuit College, a JD from the Washington College of Law at the American University, and an MBA from Wheeling Jesuit University.
Mr. Duffy was the former Executive Director of the Wheeling Academy of Law and Science (WALS) Foundation. Additionally, Mr. Duffy received the WV History Hero; Harshman Award, Wheeling Arts & Cultural Commission; and the Outstanding Steward of Wheeling History, Friends of Wheeling Award.
Mr. Duffy has contributed writing and editing the "Foundations of Freedom" (CET, 2005), a DVD-ROM on the history of the U.S. Constitution. He is the author of the books: "The Wheeling Family: A Celebration of Immigrants & Their Neighborhoods" (Creative Impressions, 2008), "Wheeling: Then & Now" with Paul Rinkes (Arcadia, 2010), and "The Wheeling Family, Volume 2: More Immigrants, Migrants & Neighborhoods" (Jim Thornton, 2012). He edited and contributed writing to "Legendary Locals of Wheeling" (2013) with historian Brent Carney. He also contributed chapters to "Wheeling During the Civil War" (2015).
Denise Odoe
Board Member
Mrs. Denise Odoe, a native of the Bronx, New York, is a graduate of Lehman High School. She received her Bachelor of Science in Business Administration with a Finance Concentration from the University of Delaware, followed by a Master of Science in Financial Management from the University of Maryland, Global Campus.
With almost two decades of experience in strategic pricing, risk mitigation, team leadership, training and development, Mrs. Odoe currently holds the position of Senior Pricing Manager at Booz Allen Hamilton, Inc., an advanced technology company. Over her 13+ year tenure at Booz Allen, she has overseen numerous cost and pricing deals, managed teams of pricing professionals, and established the pricing process at the EverWatch subsidiary.
In her free time, Mrs. Odoe likes to travel with her husband, family or friends, stay active, explore high tea experiences and vineyards across the DMV, and listen to books—she has enjoyed over 375 titles, including many that have recently been adapted into movies or series.
